The capitalization in the manuals is so wonky and inconsistent I really want to just throw it out and stick to proper language (only capitalizing proper nouns and words that are in actual titles (and only the first word of a sentence)). Since the names of pages are shown as titles at the top of each page, they should be in title case (not fully capitalized).
