For all we know, Chillwater could have been a new Inferno established by the Kreegans on that island, similar to how they established the starting Inferno town in A Devilish Plan. |
While it is likely that Harmondale is indeed in Forestdale, it isn't stated outright. And there is room for it to be located in Mosswood, or somewhere on the border between it and Forestdale. |

Forestdale is also the name of a 
Rampart town in southwestern AvLee.
